I. HOME OCCUPATION PERMITS
Anyone wishing to operate a business from their home must apply by special application, and meet certain criteria. Only those businesses that meet the requirements will be allowed to apply for a home occupation permit. Forms may be printed from this website, or acquired through City business license personnel.
FEES : A filing fee of $75.00 must accompany the application for a home occupation permit. Once the home occupation permit has been awarded, the regular business license process will be completed, along with it's required fees.
PROCESSING TIME REQUIRED : This license application will take a minimum of at least twelve (12) days from first filing date to approval or denial by City Clerk or City Manager.
II. CONDITIONAL USE PERMITS
As per our City Code:
8-10-2: GENERAL USE PERMIT REGULATIONS:
A. Uses Requiring Conditional Use Permit: Certain uses of land within designated zoning districts shall be permitted as principal uses only upon issuance of a conditional use permit. Subject to the requirements of this Title, other applicable ordinances and, where applicable to additional standards established by the City Council, a conditional use permit for such uses may be issued. (Ord. 94-14, 1-3-1995)
PROCESSING TIME REQUIRED : This license application will take a minimum of three (3) to four (4) weeks from first filing date to council approval or denial. (See next section)
FEES & PERMIT APPROVAL OR DENIAL : After the Conditional Use application has been completed in full it, along with any requested supporting documents, must be returned to the City Zoning office with a filing fee in the amount of $75.00. After all property owners within 300 feet have been sent a public hearing notification, and the time period for responses has been met, it is then sent on to the City Council who, at its next regular meeting shall first hold a public hearing for any additional comments, and then approve or deny the application.
III. SEXUALLY ORIENTED BUSINESSES
NOTE: The City Zoning Department must first approve the location that will be used for this business .
As per our City Code:
3-4-4: LICENSING:
A. When Required:
1. It is unlawful for any person to operate a principal sexually oriented business use without having first secured a license as herein provided.
2. Except for dancing and live entertainment as herein regulated, accessory sexually oriented business uses shall not require a license pursuant to this section. An accessory sexually oriented business use which hires or contracts for live entertainment or dancing must apply for and obtain a temporary business license for each event. The application for the temporary license must be on a form provided by the city clerk.
B. Application: An application for a license for a principal sexually oriented business use must be made on a form provided by the city. The application must be accompanied by a sketch or diagram showing the configuration of the premises, including a statement of total floor space occupied by the business. The sketch or diagram need not be professionally prepared but must be drawn to a designated scale or drawn with market dimensions of the interior of the premises to an accuracy of plus or minus six inches (±6"). Applicants who must comply with Section 3-4-18 of this Chapter shall submit a diagram meeting the requirements of that Section.
C. Qualification: The applicant must be qualified according to the provisions of this Section and Section 3-4-5 of this Chapter and the premises must be inspected and found to be in compliance with the law by the Fire Department and Building Official.
D. Signatories: If a person who wishes to operate a sexually oriented business use is an individual, the individual must sign the application for a license as applicant. If a person who wishes to operate a sexually oriented business use is other than an individual, each individual who has an interest in the business must sign the application for a license as applicant. Each applicant must be qualified under Section3-4-5 of this Chapter and each applicant shall be considered a licensee if a license is granted. (Ord. 96-03, 4-2-1996)

LICENSE APPLICATION : Pick up / print out a copy of the license application and city business licensing personnel will go over the form with you, either in person or over the telephone, to answer any questions you may have.
Must pay the required initial application fees and investigation fees when completed application is presented to the City Clerk for the first time. Application then goes to the Police Dept. for the required background check, then back to the City Clerk to be placed on the next available agenda for final approval/denial by the City Council. After approval of an S.O.B. License by the City Council, the business must then complete the regular City Business License Application and pay the annual fees required before City License can be finalized and issued.
IV. ESCORT SERVICES
As per our City Code:
3-7-2: LICENSE REQUIRED:
No person shall engage in the business of providing or in any arranging for escorts or conduct an escort service or act as a principal of an escort service without first obtaining and thereafter maintaining a valid unexpired license in good standing pursuant to this chapter. (Ord. 01-05, 4-3-2001)
3-7-3: LICENSE FEES REQUIRED:
Each escort service or principal thereof must pay in advance a license or renewal fee as set forth by resolution of the city council. (Ord. 01-05, 4-3-2001)
